Showing the dynamic toolbar causes the page content to shift

Steps to reproduce

• Navigate to a page that's scrollable like: https://news.ycombinator.com/item?id=44236997
• Scroll to the middle
• Scroll to make the dynamic toolbar appear

Expected behavior

• The page content should not move as the dynamic toolbar animates into view

Actual behavior

• The page content moves by the height of the toolbar
