Automated pipeline for code changes when creating PR against main branch
Needs to be for all supported languages in the repo: Protobuf, Go, Rust, Typescript
Needs to perform: Code-generation, Linting (buf lint as well), Testing (Integration tests in separate issue, so just unit tests)
Ideally also only run workflows for particular languages in PR (not running workflows for languages that were not changed in PR)
