Currently, moderators can only start an event or advance the agenda for events that they have created.
This should be updated so that they have this control over hosted events within the community, regardless of who created it.
Reasoning: It's pretty common that an admin or moderator will create an event, but that someone else on the team will be scheduled to host it. The current functionality means that the event cannot start unless the original creator or a community admin is present. This may result in communities making their moderators admin to circumvent this issue, which in turn is a security risk.
Alternatively, we could add the ability to deputize specific host(s) for a given event, but that would be a more complex approach that we would only pursue if multiple communities requested it.
